Starting the week of May 2, 2016, Halton Region will be rolling out a new Wheeled Cart collection program to Business Improvement Areas (BIAs) across Halton. The intent of the program is to improve collection efficiency, increase waste diversion rates, and minimize litter and debris.
Each BIA location will receive a Wheeled Cart for recyclable material to replace their Blue Box and a Wheeled Cart for the placement of garbage for collection. These carts will be provided by Halton Region free of charge to eligible locations. In addition, each business will have the choice of three sizes to allow some customization based on the size of their waste collection areas: 360 litres, 240 litres and 120 litres.
Wheeled Carts will be delivered to all BIA locations in mid to late April 2016. During the transition to the new program, bagged garbage and Blue Boxes placed for curbside collection will continue to be collected as per your usual service.
The new collection services will not impact your current collection schedule. All participating BIAs will continue to receive collection of garbage and recyclable materials placed in Wheeled Carts twice per week. As always, BIA members will receive their 2016 Waste Collection Calendar from their boards in March.
Next steps/Registration
In order to effectively roll out the program, all BIA members must submit a registration form, either online (found at halton.ca/BIAwaste) or by phone by dialing 311. This registration form will be used to confirm collection addresses and to determine the size of carts for each member.
To avoid duplication, if you are a property owner, please confirm with your tenants who will be completing the form. All registrations must be submitted no later than January 31, 2016.

BIA Waste Collection: Frequently Asked Questions
What is the new BIA waste collection program?
Waste collection for the BIA receiving service from Halton Region is changing to a Wheeled Cart program. Garbage and recyclable material will be collected from wheeled carts that will be provided by Halton Region. Plastic garbage bags and Blue Boxes placed at the curb will no longer be collected.
When will the new BIA waste collection program start?
Wheeled Cart collection of garbage and recyclable material will commence on the week of May 1, 2016. Collection will occur twice per week, on Tuesday and Friday.
Why is Halton Region changing to a Wheeled Cart program?
To provide more capacity for waste material, minimize litter and to assist in keeping the BIA tidy and debris free. A Wheeled Cart service will also reduce collection costs.
How do I register for a Wheeled Cart?
Complete the online form at halton.ca/BIAwaste or contact Access Halton at 311. Registrations are due no later than January 31, 2016.
What happens if I do not register for a Wheeled Cart?
Halton Region will continue to collect garbage placed in bags and Blue Boxes during the transition to the new program. The Region will contact BIA members that did not register for the program following the initial rollout.
How big are the carts and how many carts will I receive?
Wheeled Carts come in three sizes:
- 360 L (110 cm tall, 63 cm wide, 85 cm deep)
- 240 L (107 cm tall, 57 cm wide, 74 cm deep)
- 120 L (93 cm tall, 48 cm wide, 56 cm deep)For garbage collection, BIA locations can choose to receive a maximum of:
- one 360 L Wheeled Cart; or
- one 240 L Wheeled Cart; or
- two 120 L Wheeled Carts.For recycling materials, BIA locations can choose to receive a maximum of:
- one 360 L Wheeled Cart; or
- one 240 L Wheeled Cart; or
- two 120 L Wheeled Carts.
I already have a Blue Box for recycling. Can I continue to use it?
You may use your Blue Box to assist with the emptying of recyclable material into the Wheeled Cart. Commencing May 1, 2016, please do not place your Blue Box curbside for collection if you have received a wheeled cart.
Do I have to pay for my new carts?
No. Halton Region will provide the Wheeled Carts free of charge.
How and when will I receive my new carts?
The new Wheeled Carts will be delivered in mid to late-April 2016.
Who can I contact if I do not receive a Wheeled Cart by April 30, 2016?
If you have registered for a Wheeled Cart and do not receive it by April 30, please contact Halton Region by emailing accesshalton@halton.ca or by dialing 311.
Where should I put the carts out for collection?
Wheeled Carts are to be placed at the same location where waste material is currently placed for curbside collection.
Our property is small and there are multiple businesses/units. Can we share carts?
Yes.
There are residential units above/attached to my business. How will they receive waste collection?
It is the responsibility of the property owner/manager of residential units to inform the Region of the need for Wheeled Carts for these locations.
Who will clean my carts?
It is the responsibility of the location utilizing the Wheeled Cart to keep it clean and in proper condition for collection services. Upon request, the Region can provide contact information for bin cleaning services.
What happens if my cart is damaged or goes missing?
Halton Region will replace lost Wheeled Carts free of charge. Wheeled Carts damaged as a result of waste collection services will also be replaced free of charge. BIA members will be responsible for purchasing Wheeled Carts damaged as a result of irresponsible use. Please note that only Wheeled Carts provided by Halton Region will be collected.
